Executive Summary: Trophy hunting has been the largest cause of death for British Columbia grizzly bears for decades. The B.C. government’s ban on the trophy hunt should end the trafficking of grizzly parts from the province to other countries. This report, however, reveals evidence that government authorities and a weak CITES permit process facilitated the trade in grizzly trophies to the European Union, despite the region’s ban. Questions remain about the ability of government agencies to accurately monitor the movement of other wildlife species killed in Canada.
