Cette réflexion a été réalisée afin d’identifier les forces et les faiblesses du Code sur la gestion des pesticides. Pour le Québec, cet exercice permet de faire une rétrospective d’une réglementation relativement jeune et suggère des pistes d’amélioration pour rendre le Code encore plus efficace. Au cours des dernières deux décennies, environ 140 localités canadiennes ont adopté des règlements municipaux visant à interdire ou à limiter l’utilisation des pesticides à des fins esthétiques sur les propriétés publiques et privés2. Le Québec est toutefois la seule province dotée d’une réglementation limitant la vente des pesticides homologués par l’Agence (fédérale) de réglementation de la lutte antiparasitaire (ARLA), ainsi que l’usage domestique à l’échelle provinciale des produits ciblés. L’adoption du Code par la province du Québec en 2003 marque une avancée historique dans le processus de réduction de l’utilisation des pesticides ainsi que pour la protection de la santé publique et de l’environnement.
