British Columbia’s carbon tax works, but it is not yet being applied to harmful methane emissions from the oil and gas industry, the province’s largest industrial polluter. This report models two approaches to applying B.C.’s carbon tax to methane emissions from oil and gas that can be achieved more cost-effectively than in other sectors of the economy and without imposing a competitive disadvantage on the industry. Following the report’s six recommendations would allow the B.C. government to demonstrate climate leadership.
