Canada’s emissions are growing faster than any leading industrial country, including the United States. While Canada is talking about an innovative 21st century economy, other countries are building it. This paper looks at how Canada can twin its innovation and climate protection agendas. It also explores the challenges and opportunities with Canada’s Kyoto implementation plan.
